The Ghana Education Service (GES) has issued a strong warning to heads of second-cycle institutions across the country following reports that some schools are demanding and collecting unapproved levies under the guise of Parent-Teacher Association (PTA) dues.
In a statement released by the management of GES on October 22, schools have been reminded that no institution has been authorized to impose or collect any form of PTA or development levy without prior approval from the appropriate authorities.
According to the directive, any proposed levy at the basic school level must first receive approval from the District Education Oversight Committee (DEOC) through the District Director of Education, while second-cycle schools must seek clearance from their respective Regional Directors of Education.
The Service emphasized that even when such levies are approved, payment remains strictly voluntary, and no student should be denied access to any academic service, right, or privilege for failing to pay.
GES also cautioned that under no circumstances should heads of institutions, teachers, or staff of the Service be involved in the collection of PTA dues. Fundraising, the statement stressed, is solely the responsibility of duly elected PTA executives.
Regional and District Directors of Education have been tasked to ensure strict compliance with the directive and to report any breaches for swift disciplinary action.
The Service reiterated its commitment to promoting transparency and accountability in the management of school-related funds while safeguarding students and parents from undue financial pressures.
