Ghana Link Network Services Ltd., the operators of the Integrated Customs Management System (ICUMS), has strongly denied claims suggesting that a disruption of its platform has prevented Oil Marketing Companies (OMCs) from lifting petroleum products for distribution across the country.
In a press statement issued on March 9, 2026, the company described the allegations reportedly attributed to Star Oil Company Ltd. as false, misleading, and without any factual basis.
According to Ghana Link, the circulating statement claimed that the ICUMS platform had been down since Friday, March 6, 2026, creating difficulties for OMCs attempting to lift petroleum products to supply fuel stations nationwide. The claims further suggested that ongoing technical challenges with the system had contributed to fuel shortages at some Star Oil outlets.
However, Ghana Link has firmly rejected these assertions, insisting that the ICUMS platform remained fully operational throughout the period in question.
“The ICUMS platform has remained fully operational, including throughout the period referenced in the said statement. At no point has the system suffered any outage of the nature being alleged,” the company stated.
The firm explained that all transactions and operational processes on the platform continued normally, allowing stakeholders to carry out their activities without interruption.
Ghana Link also revealed that it conducted internal checks and engaged the National Petroleum Authority (NPA) to verify the circumstances surrounding the claims.
According to the company, the technical issue referenced in the circulating statement is linked to the NPA’s Enterprise Relational Database Management System (ERDMS) rather than the ICUMS platform.
The company expressed concern about the spread of what it called unsubstantiated allegations, warning that such claims could mislead the public and undermine confidence in a critical national trade facilitation system.
As a result, Ghana Link has called on Star Oil to withdraw the statement and issue an unqualified public apology for publishing what it describes as false and misleading information.
The company reaffirmed its commitment to maintaining high operational reliability, transparency, and strong stakeholder support in managing the ICUMS platform.
