Government and Organised Labour Agree on 8% Pay Rise for 2027 and 10% for 2028

The Government of Ghana and Organised Labour have agreed to increase public sector workers’ base pay by 8% in 2027 and a further 10% in 2028 under a new two-year remuneration framework.

The agreement, signed on Wednesday, October 28, 2026, will take effect from January 1, 2027, and run until December 31, 2028.

Under the arrangement, workers will receive an 8% increase in base pay in 2027, alongside an additional 1% provision to address disparities in allowances and other conditions of service. A further 10% increase in base pay has been agreed for 2028.

The parties acknowledged that although the 2027 adjustment is broadly in line with Ghana’s prevailing inflation rate of 5.3%, it may not fully address the financial pressures facing workers.

“We recognise, however, that this figure does not fully reflect the pressures workers face in meeting their daily needs,” a statement on the negotiations indicated.

The agreement also provides for negotiations to be reopened if inflation in 2028 rises to a level that significantly erodes workers’ purchasing power.

Beyond the salary increases, the government and organised labour have committed to addressing inequalities in the public sector pay system, particularly distortions affecting Category 2, 3 and 4 allowances.

The additional 1% provision for 2027 is expected to support efforts to correct these disparities, with particular attention to lower-paid and vulnerable workers.

The parties have also agreed to hold quarterly stakeholder engagements, particularly with the Fair Wages and Salaries Commission, to review progress and address outstanding concerns regarding workers’ conditions of service.

For organised labour, the success of the agreement will depend largely on its implementation and the extent to which it improves workers’ living conditions.

“Hard-working Ghanaian workers deserve fair pay, equitable conditions of service and protection for their purchasing power,” the parties stated.

The agreement was signed by the Chief Executive of the Fair Wages and Salaries Commission, Dr George Smith-Graham, and the Secretary-General of the Trades Union Congress, Joshua Ansah.

Finance Minister Dr Cassiel Ato Forson and the General Secretary of the Ghana National Association of Teachers, Thomas T. Musah, witnessed the signing.
