President John Dramani Mahama has launched the final report of the High-Level Panel on the Accra Reset, calling for a new global approach to health governance that gives countries in the Global South greater control over their health systems, resources and development priorities.
The report, titled A Sovereign Future for Health, was unveiled on Monday, September 21, 2026, during a high-level side event on the Accra Reset: Global Reset Dialogue at the 81st United Nations General Assembly in New York.
The High-Level Panel was established to translate the Accra Reset agenda into practical policy proposals. President Mahama said the focus must now shift from developing ideas to implementing the recommendations.
“We are now moving from design to execution. Too often, visionary ideas are born with great fanfare, only to die quietly in New York’s diplomatic corridors. We will not let that happen to the Accra Reset,” he said.
President Mahama said concerns about the vulnerability of countries in the Global South to external decisions on trade, finance and development assistance drove the initiative.
He identified “geostrategic marginalisation,” “geopolitical vulnerability” and “donor dependence” as three major challenges facing the Global South, arguing that they were interconnected and required a response built around political authority, productive capacity and financial resilience.
He said Ghana’s domestic development agenda was closely aligned with the objectives of the Accra Reset, particularly efforts to promote economic self-reliance, local value addition, stronger public health infrastructure and transparent governance.
Citing Ghana’s efforts to strengthen pharmaceutical manufacturing, President Mahama said health security could not depend entirely on foreign suppliers for essential medicines.
“The Accra Reset takes that exact logic to the international stage. A national reset without a global reset leaves us building on shifting sand. Likewise, a global reset without domestic discipline is unfeasible. They are two sides of the same coin,” he said.
