Ghana Revenue Authority Directs Refund of E-Levy Charges

The Ghana Revenue Authority (GRA) has ordered all telecom companies and financial institutions to refund E-Levy charges deducted on transactions made on Wednesday, April 2, 2025. This follows the official repeal of the Electronic Transfer Levy (E-Levy) after the government passed new tax laws.

In a statement, the GRA instructed all charging entities to cease applying the levy immediately and reconfigure their systems to reflect the new policy. The authority emphasized that institutions failing to comply or delaying refunds would face sanctions.

The GRA’s Electronic Transfer Levy Management and Assurance System (ELMAS) has also been updated to ensure that all transactions processed from April 2 onward are not subjected to E-Levy deductions. Additionally, financial institutions and mobile money operators are required to maintain detailed records of refunds and submit reports to the GRA.

The repeal of the E-Levy is expected to boost digital transactions, which had slowed since the levy’s introduction. Many economic analysts see this as a positive step toward promoting financial inclusion and strengthening Ghana’s digital economy.

Consumers who were wrongly charged are advised to contact their service providers for immediate refunds. The GRA has assured the public that it will closely monitor compliance and enforce necessary penalties where required
