GRA Denies Approving SML’s Return to Petroleum and Minerals Oversight

The Ghana Revenue Authority (GRA) has denied reports suggesting that Strategic Mobilisation Ghana Ltd. (SML) has resumed or expanded its mandate to include oversight of the upstream petroleum and solid minerals sectors.

In a statement released on May 14, 2025, the GRA expressed concern over publications in several media outlets, including Graphic Online and Business and Financial Times, which claimed SML had launched new revenue assurance operations in those sectors.

The GRA clarified that its April 2024 directive suspending SML’s involvement in the upstream petroleum and minerals sectors remains fully in effect. According to the Authority, no new instructions have been issued to SML to begin or restart operations under the 2023 Consolidation of Revenue Assurance Services Contract.

“The Ghana Revenue Authority has not authorized SML to resume or activate any services in the upstream petroleum or mineral sectors,” the statement read.

The GRA also emphasized its commitment to protecting the country’s revenue with transparency and integrity, assuring industry players and the public that all actions related to revenue assurance are being handled with due diligence.

The clarification seeks to end growing speculation and confusion over SML’s role, which has been at the center of public debate since the suspension of its controversial contract last year.
