“Billions Used to Fund Failure” – Minority Exposes Hollow Promises Behind Adumawura and Nkuko Nkitinkiti Programmes

The Minority in Parliament has delivered a blistering assessment of the government’s mid-year budget review, accusing the Finance Ministry of diverting billions of cedis meant for flagship social and economic programmes to cover failed Treasury auctions.

Speaking at a press conference in Parliament on Tuesday, July 29, Minority MPs led by Ex-finance Minister Dr Amin Adam challenged the government’s narrative of economic recovery, pointing out the gaping contrast between budget allocations and actual disbursements.

A focal point of their critique was the Adumawura Programme, which received an allocation of GH₵300 million for the year. However, only GH₵34.5 million has been released so far, barely a fraction of what was promised.

Another major target was the much-touted Feed Ghana initiative, launched under the Agriculture for Economic Transformation Agenda, which also encompasses the Ghana Grains Development Project, Vegetable Development Project, and the culturally symbolic Nkuku Nkitinkiti (Poplar and Cocoa Programme). Despite a whopping GH₵1.5 billion allocation, Minority members revealed that “half into the year, not a single cedi has been released” for any of these initiatives.

“What kind of leadership is this?” He questioned. “They go around launching flashy programmes like Feed Ghana and Nkuku Nkitinkiti with no money to back them. This is not governance, it is deception.”

The critique didn’t stop there. The Women’s Development Bank, which was supposed to receive GH₵51 million, remains completely unfunded. “It is not only inadequate it hasn’t received a single cedi,” the Minority charged, calling the move an insult to Ghanaian women, especially given the high expectations placed on the initiative.

The National CODES Programme, with an allocation of GH₵100 million, has also received zero disbursement, despite a formal launch. “Our colleague, Minister Sam George, has been vocal about the programme, but how can he implement anything when the Finance Ministry hasn’t released funds?” one lawmaker asked.

The Big Push Infrastructure Agenda, a centrepiece of the government’s economic recovery drive, is no different. “They allocated GH₵13.8 billion,” the Minority revealed, “yet not one cedi has been released to begin implementation.”

So where has all the money gone?

According to the Minority, the answer lies in failed Treasury auctions. Between January 3 and July 11, 2025, 13 out of 28 government treasury auctions failed to meet their targets. “To cover the shortfall, the minister diverted funds earmarked for these critical programmes to plug the gap created by these auction failures,” one MP stated.

“Billions of cedis have been used to fund failure created by manipulated interest rates and reckless borrowing,” they asserted. The Minority accused the Finance Minister of celebrating artificially suppressed interest rates, while ignoring the glaring disconnect with the Bank of Ghana, which continues to borrow at much higher rates. “How is it possible for the Finance Ministry to borrow at 15% while the Bank of Ghana borrows at 28% from the same market?” they asked.

Even the highly publicised 24-Hour Economy, launched earlier this month, was revealed to have no budgetary allocation in the 2025 fiscal plan. The Finance Minister has admitted that funding will only begin in the 2026 budget. “Why launch a programme when you have no money to run it?” the Minority asked.

Their final warning was clear: the government is not just failing to deliver, it is shifting the cost of its failures onto the people. “That is why they are now introducing new taxes and increasing existing ones,” the Minority declared.
