The Minority in Parliament has raised serious allegations against the Minister of Finance, Dr Cassiel Ato Forson, and the Controller and Accountant General, Kwasi Agyei, accusing them of unlawfully withdrawing GH¢1.4 billion from the District Assemblies Common Fund (DACF) account at the Bank of Ghana.
According to the Minority, the funds were allegedly swept from the account in November 2025 without proper authorisation, a move they describe as a blatant violation of the law and an act that has crippled the financial operations of local assemblies across the country.
Addressing the media in Parliament on Thursday, November 13, 2025, the Minority Chief Whip, Frank Annoh-Dompreh, said the withdrawal was part of a worrying pattern of financial misconduct, following an earlier deduction of GH¢11.3 million from the same account between February and April this year.
“These actions have deepened the financial distress of the Metropolitan, Municipal, and District Assemblies (MMDAs), stalling essential development projects and creating hardship at the local level,” Mr Annoh-Dompreh stated.
He narrated the timeline of the alleged transactions, claiming that the funds were initially released into the DACF account on November 4, 2025, only for the payment to be blocked on November 11 and subsequently withdrawn on November 12.
“The amount involved is about GH¢1.4 billion. The Controller released it, and it went into the account of the DACF. Then, suddenly, they blocked the same payment and swept the account,” he said.
The Nsawam-Adoagyiri MP further cited a Supreme Court ruling which affirms that DACF disbursements are constitutional obligations and cannot be subject to ministerial control or interference.
“The Minister of Finance and the Controller and Accountant General have no authority to reassign or redirect these funds. What we are witnessing is a clear case of micromanagement of constitutionally mandated funds, which undermines fiscal accountability and local governance,” he added.
The Minority is demanding an immediate presidential intervention, urging President John Dramani Mahama to ensure that the withdrawn funds are fully restored by Tuesday, November 18, 2025. They warned that failure to act swiftly would not only erode public confidence in the government’s financial management but also exacerbate the already dire situation facing district assemblies nationwide
